Three Opportunities Internship Opportunities: Strategic Planning, Administration/IT, and Educational Development 

Dates: Friday, May 9, 2014 through Friday, August 8, 2014

Location: 270 Washington St., Atlanta, Georgia

Hours: 24 to 40 hours/week (shared between two programs)
Stipend: $7.25/hour for Undergraduate Students
$8.00/hour for Graduate Students

1. Strategic Planning / Stimulus Accountability
This intern will support both the Strategic Planning Unit and the Office of Stimulus Accountability.
The Strategic Planning Unit of OPB provides decision support information to assist in developing the Governor’s budget recommendation. The unit has primary responsibility for demographic-census related activities, conducting period program evaluation, managing the state strategic planning process and developing performance measures.

The Office of Stimulus Accountability coordinates Georgia’s implementation of $7 billion in American Recovery and Reinvestment Act of 2009 (ARRA) funds through 700 awards to 23 State agencies to ensure compliance with federal requirements, timely 1512 and other reporting, prudent investment of funds, speedy implementation, and realization of program outcomes.

· Assist in the statewide strategic planning process
· Develop content related to performance measures for the OPB webpage
· Perform research to assist in budget development, strategic planning, and performance measurement.
· Analyze 1512 reporting data
· Maintain master files
· Develop reports using Excel, Word, and PowerPoint,
· Develop website content and website updates


Learning Objectives
Gain knowledge of state strategic planning and performance measurement related to functions and programs in Georgia State Government. Gain experience working as part of a team and the ability to work independently
Gain knowledge of ARRA grant programs administered by the state, the agencies responsible for those programs, and the Federal regulations guiding the programs;
Gain knowledge of State of Georgia, OPB, and other governmental agency operations; learn to use MS Excel and Vignette software applications in a business environment.

2. Administration and Information Technology
The Administration Division of OPB focuses on administrative oversight over the Governor’s Office and 11 attached agencies.
The IT Division of OPB supports the technology needs of OPB and develops, maintains, and support statewide applications that are integral to the management.

Support preparation for fall budget development by reviewing agency operations, trends, and analysis
Review Agency Budget submissions for recommendations to the Governor
Help draft policy and procedures, review grant reports
gather agency budgetary submissions, enter agency budget requests
Analyze expenditures, review trend analysis
Help compile state-by-state surveys on various topics for presentation and review.
Audit existing system data for consistency with state chart of accounts and software
Review application specifications and ensure that output matches specifications
Test application changes, compile and consolidate knowledge base materials.

3. Educational Development Division
The Educational Development Division of the Governor's Office of Planning and Budget performs comprehensive policy, planning, and budget development for the Governor in education, including the lottery. The division also provides information to support the Governor's policy and legislative initiatives and works with education agencies to implement programs and policies.


During the summer, division efforts are focused on delving deeper into agency operations, trends, and analysis in preparation for the next budget season. Summer intern projects will predominately focus on compilation, organization, and storage of historical data and documents to assist staff in programmatic review. The intern may also assist in efforts to enhance zero-based budget analysis on select agency programs; review trend analysis on various populations and caseloads; or compile state-by-state surveys on various topics for presentation and review.

Gain insight into the operations of state education agencies and the state of Georgia budget process. Gain experience in both the development and implementation stages of project planning. Display capabilities in working as part of a team and working independently.
